The scholarship pays tuition, mandatory fees, room and board up to $10,000 per year.

He was the first African American to hold a senior executive position, serving as executive assistant to the City Council and Deputy City Manager with the city of Phoenix, Arizona. Through his trailblazing efforts, he was instrumental in promoting and increasing the number of African Americans in executive and middle management positions throughout the city. More importantly, Jacques served as a mentor and confidant to many CAC-NFBPA members and other city employees.
